PACT OF PEACE - TREATY ON GLOBAL PEACE ON THE PLANET
AND APPEAL OF PEOPLE TO THE GOVERNMENTS
We are the representatives of the peoples of the world, and we recognize the immorality and futility of hostility and mutual destruction.
People are against wars! A fair world cannot be brought at the edge of the sword. War is not able to solve any difficult problems of life. The peoples of the world are against fascism in all its manifestations, unrestrained thirst for world domination, provoking conflicts and hate each other, because it corrupts the morals of humanity and destroys the evolutionary and progressive movement to the Future.
We are against the use of military force, misinformation, zombiing, vast reproduction of lies used in mass media. We are against corrupted demonstrators, lying politicians mired in hypocrisy and duplicity, and all other movers and shakers of this world who support terror and violence. Their soul is tainted, and their fate is unenviable. Sow the wind and reap the whirlwind.
We realize that the planet Earth is a holistic living organism, in which the various countries, communities, people, act as interconnected cells, and as a unity in plurality they must coexist peacefully, harmoniously supplementing each other. We are all children of one Heaven Father and Mother Earth. We realize our responsibility for ourselves and for our Common Home, our planet. Peoples inhabiting it constitute a SINGLE HUMANITY, for which the WORLD acts as the main value, along with life, health, freedom and spiritual culture. Any person, regardless of his country of residence, country of origin, skin color, social status, religion, political opinion, age or nationality, is valuable and has the right to a peaceful life in order to fulfill his mission, given after birth, which is written in the International Charter of the World.
The world is a major fortune that humanity can gain, realizing the most important High Admonition: "Love your neighbor as yourself." It contains the meaning of human life, the ability to change it for the better in all areas, including the achievement of physical health, material well-being, confidence in the future, a state of harmony and creative aspirations. Therefore, we require all governments to ensure the right of everyone to the peaceful life!
We are the people of good will, and we, hearing a terrible alarm, make all efforts to maintain peace and tranquility on the Earth. Today, more than ever before with all the diversity of opinions, there is a need of the unification of all forces of Goodness and Light.
The right of each person to live in peace should be secured by signing the PACT OF PEACE -TREATY ON GLOBAL PEACE ON THE PLANET by the governments of the world, the treaty on global maintenance of peace on the planet Earth. It should be adopted by the high Contracting parties with the highest status of prescriptions in accordance with the procedures established in the Charter of the United Nations and the democratic principle of the sovereign equality of all States. It should be stated in it that war is a crime against evolutionary, universally defined development of mankind. The very ideology of war, provoking thirst for murder, power, greed, revenge, destruction, conflict resolution with the use of weapons, discrimination of nations and peoples, progressive communities and, finally, the very person, is a criminal ideology, which can lead to irreversible disasters and the extinction of humanity.
War should not be the means of conflict resolution over intrastate or interstate cooperation. Activities of the States leading military actions, except protection from attack, should be recognized as criminal, as well as activities of fascist, terrorist and other organizations and individuals which oppose humanity.
It's time to forsake from international communication attempts of illegal pressure of one States on the other. Policy of ultimatums, philosophy of superiority and domination do not meet the needs of the XXI century. All this is in conflict with the Declaration of the UN General Assembly on the Inadmissibility of Intervention and Interference in the Internal Affairs of States.
It is necessary already today to take active action and, under threat of penalties and hard boycott, to prevent all parties from absolutely all provocations aimed at the outbreak of wars and armed conflicts.
The threat of extremism and terrorism requires a comprehensive approach and research, under the auspices of the UN Security Council, of all long-standing conflicts, which remain one of the main factors of instability in certain regions, helping the extremists to recruit new destructive forces.
The United Nations, established on the ruins of World War II, is in the year of its seventieth birthday. We all have a duty to worthily celebrate the anniversary of the great Victory, to pay tribute to all who died in the name of freedom and the right of every people to determine their destiny.
The lessons of that terrible war, as well as the whole course of events in today's world, require combining of efforts; forgetting about unilateral interests and national electoral cycles ("small politics”), when it comes to countering the global threats to all humanity. We must not allow the prevalence of national egoism over collective responsibility.
Excessive demand of Western civilizations of more new natural resources, which is based on greed, unlimited consumption, luxury, cruelty and dishonesty, has led to different economic wars – open or veiled, which are often called as "humanitarian aid and charity." Wars and conflicts of such type consume even more resources, which actually are not renewable! Even NATO, which was organized at the beginning to protect the noble ideas and self-defense, uses its superiority in the new technology weapons against civilians, children, women, disabled people and the elderly.
Genuine solution of issues, related to preserving peace in the world, lies not in military presence and intervention in the internal affairs of another state, because none of the countries in the world has the right to encroach upon the sovereignty and self-determination life strategies of other people (or maybe "another country"?). Peace negotiations are the only way to save life on the planet, without causing its response to aggression as elements raging in the form of disasters. Exclusion of wars from the history of mankind will ensure the sustainability of the planet’s development and the cooperation of nations to solve global strategic objectives. Threatening signs of the world’s destruction will be covered by the new Construction.
The Symbol of the PACT OF PEACE - TREATY ON GLOBAL PEACE ON THE PLANET should become the flag of spiritual culture –, the Banner of Peace, which is the symbol of the "Roerich Pact", an International Treaty on The Protection of Artistic and Scientific Institutions and Historic Monuments. Three scarlet (amaranth) circles, which are enclosed in a ring on a white background, are presented as a symbol of Unity – of science, art and religion in the Cultural space, as well as past, present and future of humanity in an Eternity ring.
The "Roerich Pact" - International Treaty on The Protection of Artistic and Scientific Institutions and Historic Monuments - was signed on 15 April 1935 in Washington by representatives of 21 American countries. The adoption of a treaty on the protection of institutions, which serve to the purposes of science and art at the global level, was the pinnacle of peacekeeping and the real statement assertion of the idea of cultural cooperation among peoples under the Banner of Peace.
The World Peace Council in February 1951 adopted a statement in which it demanded the signing of a Peace Pact among the governments of the five great powers – the USSR, the USA, China, Britain and France – and called on all people of good will to put their signatures to this appeal. By 1953 more than 620 million people in the world responded to this call. The main ideas of the Peace Pact were put to the basis of the Convention for the Protection of Cultural Property in the Event of Armed Conflict, which was signed on 14 May 1954 by representatives of 37 countries at the UN conference. By 1969, the number of countries that had signed the agreement, including the USSR, reached 59. This Convention was the first document in a series of international acts of the UN and UNESCO, which were aimed at the preservation and protection of cultural properties. The Roerich Pact and Banner of Peace became a significant step in the development of the world culture and one of the most humane movements for a peaceful future in the XX and XXI centuries.
Culture is the rescue ark of humanity. All countries are encouraged to raise next to their national flag the Banner of Peace. The victorious banner of the World – the Flag of world culture- is developed and approved for the Common Good! The Heads of States must realize that the way to save the Earth, to the prosperity of countries and peoples lies only through peace and culture. Since we all live under the same Sun!
Thus, the time has come, when all the inhabitants of the Earth must combine their heroic efforts in the struggle for the world peace. Exit from the spiritual and moral crisis requires intense struggle to approve:
• The RIGHT TO PEACE for everyone, the protection of peace in all spheres of human activity, the recognition of war as a crime against humanity;
• SPIRITUAL CULTURE as an INSTRUMENT for PEACE, respect and tolerance for cultural, religious and other spiritual values of humanity, openness and mutual trust.
This struggle is the main condition for the survival of the human civilization, the centuries-old prayer of all good people of the planet and the ultimate goal of evolutionary transformations. Global reorganization is already happening. Humanity rises to a new level. The final decision on the proposed document requires the development of many legal issues, but it is solvable. Delay is impossible.

PACT OF PEACE -TREATY ON GLOBAL PEACE ON THE PLANET
Preamble
Terrible times experienced nowadays by humanity as earthquakes, violations of climate, diseases, poverty, wars, represents the signs of decay of the spiritual sphere of the Earth in the first place. There is a spiritual and moral crisis of the world population. We can add to this particular wave of the global financial and economic crisis and the problems of the groups, states and nations, food security, information violence, crisis of the system of international law, where disputes are increasingly resolved from a position of strength, loss of authority by the world's leading organizations, whose members are often not able to reach an agreement on key issues in the bud and to resolve conflicts through diplomatic means, as well as an anti-human, disastrous policy of double standards called peacekeeping operations.
Exit from the spiritual and moral crisis requires an intense struggle for saving the world in all areas of human activity, respect and tolerance for cultural, religious and other spiritual values of other peoples and the consequent rejection of the war and all kinds of violence. This is the ultimate goal of evolutionary transformations, the basic condition for the survival of human civilization.
The High Contracting Parties, recognizing the futility of hatred and the danger of mutual destruction, decided to enter into an agreement in order to realise universal peace on Earth and agreed as follows:
Article 1.
The world is a major universal value in the world, along with life, health, freedom and the spiritual culture of each individual. Spiritual culture is the main tool of transformation of the world, alloy material existence and spiritual and moral life energy. Maybe "...world, blending, alloying, coalescing material existence and spiritual and moral life energy"?
Article 2.
The entire population of planet Earth - its common humanity, and every person, regardless of his religion, country of residence, political opinion, age and nationality, has the right to live in peace. All governments are responsible for ensuring the right of everyone to live in peace!
Article 3.
The Reorganization of the world and the formation of a new consciousness of the spirit require the aspiration to spiritual values and the recognition of Cosmic Laws and the Higher Hierarchy as an evolutionary system. The illumination of the spirit, the spirit of creativity, following the Cosmic Laws, is based on a common immutable law of love. The history of mankind is full of undeniable examples of a phenomenon of connection with the Higher World and Universe. In all religions, philosophical and ethical teachings, religious schools are established under the recognition of the Higher Will, collaboration, mentoring and teaching. The Masters call for peace and international cooperation in the world, taking care of the spiritual continuity and building of a future peace for the Common Good.
Article 4.
The High spiritual and moral energy of humanity present in every person has a role to play on the peaceful development of our civilization.
The awareness of the power of mental cooperation, a sense of responsibility for everything that happens in the world and in fact the embodiment of the brightest intentions are the basis of service to the world, which creates new opportunities for cultural development.
Article 5.
The activities of States in supporting the peaceful coexistence and avoiding war, recognizing a priori unity of East and West, North and South, a tolerant attitude to all types of major world religions, developing on the basis of the best cultural traditions, as well as spending the maximum possible of financial resources for these purposes within the framework of the economic reality, development and protection of their own and "foreign" cultural religious and other spiritual values - are the foundation for building a harmonious development of our community, which will create a new civilization of the future on the basis of culture.
Article 6.
Activities of States engaged in hostilities, except in the case of protection against attack, is recognized as criminal. War as a mean of conflict resolution is excluded from the domestic and interstate relations. Activities of fascist, terrorist and other organizations against humanity are recognized as criminal ones. Assistance of States, organizations and individuals to them is prohibited and also recognized as crime.
Article 7.
The world's main authority resolving all interstate and intrastate conflicts, related to violation of human rights, territorial and other claims, is the World Peace Forum, which has branches in all regions of the planet Earth. The World Forum of Spiritual Culture put the beginning of this peacekeeping. Not less than fifty per cent of heads of the World Peace Forum are women.
Article 8.
The century of women is coming - the Age of Mother of the World, with which all women legal rights will be restored completely. The tasks of the new era are the complete restoration of the equilibrium of Two Began (male and female Began), the statement of the true role and importance of women in all the world's creative processes. This will radically change the state of the planet, and wars and mutual extermination will end. Women in particular now are commanded to turn the wheel of the world history in favor of peace, creation and progress. Mother, life-giving, has the right to a peaceful life for their children. All children of the world have the right to peace.
Article 9.
Implementation of the ideas of the new world promotes a new huge global movement - "to the New World through Spiritual Culture". The World Forum of Spiritual Culture announced the creation of such a single, coherent, powerful movement that can really affect the historical destiny of mankind, and clearly formulated its main goal: to assert peace in the world and embody the life dictated by peaceful conversion.
Article 10.
The symbol of the PACT OF PEACE -TREATY ON GLOBAL PEACE ON THE PLANET remains the Banner of Peace, which has a white background, three red (Amaranth) connected spheres in a circle, as a symbol of Eternity and Unity of art, science and religion, taken as a symbol from the "ROERICH PACT" - INTERNATIONAL TREATY ON THE PROTECTION OF ARTISTIC AND SCIENTIFIC INSTITUTIONS AND HISTORIC MONUMENTS.
